# Constants

`Constants` is a static container of literal values shared across the policy domain — a service-center contact identity and flag/date sentinels used by callers that need consistent literals without redefining them locally.**

## Purpose
- Centralize the SAIF service-center email address and mail id so consuming code references a single definition instead of duplicating the literal.
- Provide shared `Y`/`N` flag literals (`TRUE_FLAG`, `FALSE_FLAG`) and a minimum submission entry date sentinel for use across the policy domain.
